Solution:

  1. Created a folder in C:\ named 'WUAGENT'.
  2. save this file: http://download.windowsupdate.com/v7/windowsupdate/redist/standalone/WindowsUpdateAgent30-x86.exe into that directory.
  3. Using Command Prompt, you can force a reinstall of the Windows Update Agent with this command:
    • C:\WUAGENT\WindowsUpdateAgent30-x86.exe /wuforce
  4. After it completes run Windows Update again.
